NCL Workforce Programme

Our North Central London Integrated Care System vision for workforce is for our community to receive high quality health and care services delivered by a representative and diverse workforce, in which people are supported to achieve their full potential in an inclusive and compassionate environment free from racism or other discrimination.

Our mission is to support North Central London (NCL) health and social care organisations to:

  • be excellent employers, developing and supporting the wellbeing of existing staff and attracting new people to live and work in North London
  • plan their workforce and development needs to deliver new care models in new settings, including in integrated care systems
  • be socially responsible organisations, using our influence and decision making to best serve the interests of our communities andreduce inequalities

The NCL Workforce Programme, comprises a number of projects and workstreams that are underpinned by the programme high-impact priorities:

  1. Staff wellbeing and tailored programmes
  2. Talent management, progression, and career pathways
  3. Local workforce recruitment routes into health and care employment
  4. Workforce planning and modelling based on population
  5. Working with and across sectors
  6. Equality, diversity and inclusion

NCL People Board

To support the delivery of our NCL workforce vision and mission, we established the North Central London (NCL) People Board in October 2022. The Board supports NCL to take forward our agreed Workforce Programme high-impact priorities in response to the NHS Long Term Plan and NHS People Plan 2020-21.

The Board works as a unitary board to:

  • provide strategic vision, effective challenge, and advice to NCL organisations and the Integrated Care System (ICS)
  • support governance and performance management of programmes and projects to deliver its vision
  • support the development and delivery of the NCL People Plan
  • communicate and engage with NCL staff networks, promoting NCL Workforce Programmes and priorities
  • identify and act on opportunities for co-operation and delivery of NCL priorities
  • support the recruitment and retention and of NCL staff
  • act as an enabler and champion of system change

Membership

The NCL People Board has been designed to be inclusive, diverse and representative, with members recruited through an open and rigorous recruitment process. The Board membership is diverse in terms of gender, ethnicity, care setting and role.

Governance

The People Board is chaired by a senior leader within the ICS – Jinjer Kandola, Joint Chief Executive of Barnet Enfield and Haringey NHS Trust and Camden & Islington Foundation Trust.

The NCL People Board is a key decision-making forum within the wider NCL Workforce Programme governance and links with the London People Board and Workforce Executive Group. When the new ICS comes into effect from 1 July 2022, the NCL People Board Terms of Reference are likely to be updated to reflect new governance structures within the ICS and the People Board will continue to be an integral part of supporting this transition.​
